And congratulations to the winner of the 2009 "There Oughta Be a Law" contest, Cheryl Woodcock of North Dakota! Cheryl's concept would create a small tax credit for people who spay or neuter their pets. Each year between 4-6 million former pets enter our shelter system, with as many as 3-4 million killed simply because they do not have homes.
As the winner, Woodcock will receive a two-day trip to Washington, D.C. that will include a meeting with HSLF staff to discuss her proposed bill, a visit to Capitol Hill to lobby federal lawmakers, and a special feature in an upcoming edition of HSLF's bimonthly newsletter Humane Activist.

About Party Animals
The Humane Society Legislative Fund (HSLF) is a social welfare organization that works to pass animal protection laws at the state and federal level, to educate the public about animal protection issues, and to support humane candidates for office.
Party Animals is the grassroots house party network that focuses energy around legislative issues and helps raise much-needed resources for the Humane Society Legislative Fund, which works to pass humane laws and has an aggressive agenda to stop the needless suffering inflicted on animals. Party Animals brings people together on one night at the same time for a party with a purpose.
Advocates activate and educate their community by hosting a Party Animals event. Using tools provided by HSLF, party hosts create their own website, establish a fundraising goal, send invitations to friends and family and collect donations through a secure website. Campaign, lobbying and video materials are provided. It's fun and easy and it helps HSLF stand up for animals in our nation's capital.
